In the first episode.... Luffy clearly wins over a child. For those of you who don't know, luffy already had developed most of his basic attacks like gatiling gun and pistol, but he showed them latter as he didn't have an enemy.

Lol, episode 1 Goku would lose to episode 1 Luffy, but the battle wouldn't be as one-sided as most people here seem to think. episode 1 Goku was already incredibly durable and strong, before having any training he was able to break a stack of bricks with one finger, Someone broke an axe over his head in a sneak attack, and he was hit by car and immediately afterward picked up and destroyed said car. and all of this was WITHOUT the aid of a full moon, which transforms him into a giant ape and increases his power AT LEAST tenfold. woah, this is a hard one... but since you said the fight took pace when they're both episode 1, then i say has to be Goku. i dont think luffy is that strong already in ep 1. goku is still a kid that time, but he's stronger somehow...
