Rayleigh and Shanks were Roger pirates, so it can be assumed that Roger had the strongest Haki and they say that Luffy is similar to Roger so he'll have the strongest haki eventually. If we're talking now- then probably Shanks.

Why? Shanks was really young when Roger died and his crew split up. Surely he grew stronger afterwards.
