In one of the SBS, (I think somewhere around the alabasta arc) Oda stated that as of that point in the manga, Zoro and Luffy were about equal in strength, and it makes sense If you try to Imagine Alabasta Luffy trying to take on Das Bones, AKA Mister One.

(Of course there, always the chance that Luffy has surpassed Zoro by now.)
