Directly after the 5th Great Ninja War, the legendary Naruto Uzumaki was made the 6th Hokage of Konohagakure. He was a man that influenced all the lands, and for the first time in the Ninja World, there was finally peace. Much progress was made in society, relations restored, and there were no threats after the disbanding of Akatsuki. Although it was unknown what happened to Madara, the Ninja world was finally at ease with the only remaining Uchiha still at large being Sasuke Uchiha.
After many prosperous years had passed, tensions again began to rise in between Konohagakure and Kirigakure. The Mizukage, a violence driven man at the time, had thought that it was unhealthy for society to have so much peace, and that humans were meant to be machines of war and battle. After much tension arose, the other Villages tried to step in, but war finally broke out between Kirigakure and Konoha. There were many casualties on both sides, and when the other villages had tried to step in, there were casualties on their end as well. Uzumaki Naruto, the 6th Hokage, was assassinated shortly after by Missing Nin for hire. Konoha accused everybody of this outrage, and appointed the then leader of ANBU Corps of Konoha as the 7th Hokage, who drove all 5 Villages to battle once again. For nearly a century the warring had been going on, with many mysterious characters appearing throughout, and we finally arrive at the present day.
The Juudaime (10th) Hokage of Konoha and the Juuichidaime (11th) Mizukage have attempted over and over again to come to peace with each other, but arguments of the past continue to hinder any sort of progress between the two. The war has boiled over, as many of the shinobi from each village have died in battle, so a period of recuperation has dawned, where the future shinobi of each village begin to train to fight for their village.

Jutsu Mechanics:

The rank of jutsu characters can use depends on their statistic number in the said category, ninjutsu, genjutsu, or taijutsu. Customs techniques are evaluated by GM's and given a rank.
1 – E Rank (minimum number of jutsu a character should have in this rank is 1)
3 – D Rank (minimum number of jutsu a character should have in this rank is 3)
5 – C Rank
7 – B Rank
9 – A Rank (Max amount available for a single category is 5)
12 – S Rank (Max amount available for a single character is 2)
Now that you know what rank you can use, according to your statistics, the next step is to figure out how many jutsu slots you have available to your disposal. All you need to do is calculate the average of your intelligence stat and ninjutsu, genjutsu, taijutsu stats and multiply it by 1.5.
Example,
Kenny has 4 intelligence and 5 in ninjutsu, his average is 4.5.
4.5 x 1.5 = 6.75 (averages out to 7)
Kenny can use 7 ninjutsu, but what about his genjutsu?
Kenny has 4 intelligence and 2 in genjutsu, his average is 3.
3 x 1.5 = 4.5 (when a number has an exact half, then it goes down, so 4)
Kenny can use 4 genjutsu.
Genjutsu System:

In this RPG, Genjutsu has a larger role.
The way Genjutsu works is that the Genjutsu stat is subtracted from the Chakra Sensing stat, and the difference is roughly the amount of turns your character is under the effects of the Genjutsu.
Ex.
If Kenny has a 4 in his Chakra Sensing Stat, and Bob has a 5 in his Genjutsu Stat, when Bob uses Genjutsu on Kenny, it'll last about 1 turn. If Bob had a 4 or lower in his Genjutsu stat, it would not affect Kenny.
There are two methods to getting out of a Genjutsu. Genjutsu merely changes the flow of Chakra within your body and is manipulated by the caster. By sealing your Chakra inside your body and then re-releasing it, you can regain control of your Chakra flow, cutting off your opponent's Genjutsu effect. Of course this only works for weaker Genjutsu, as stronger Genjutsu has stronger manipulation of Chakra.
The second method is by getting hit by some outside force to knock someone back into their senses.
Kekkei Genkai System:

Kekkei Genkai in this RPG is purely custom, and must be approved by a GM. Hidden Jutsu such as the Nara Clan's Shadow Jutsu are considered a Kekkei Genkai.
Doujutsu Kekkei Genkai are allowed, however KG such the Sharingan are not allowed right off the bat. They can be acquired through transplants though, for example by defeating an enemy who has it. This isn't only limited to Doujutsu however, if you have a Blood Transfer Pack, you can take some of the opponent's blood and gain their Kekkei Genkai. If you gain a Kekkei Genkai through blood, the opponent does not lose their Kekkei Genkai. HOWEVER, if someone's Doujutsu Kekkei Genkai is stolen, they lose their eye and their KG.
To an upside, there's always a downside.
For every Kekkei Genkai you gain, they will have separate stats, like sub-categories.
For example, if I have 8 points to spend in the Kekkei Genkai stat, and I only have the Sharingan, my stat distribution would be like so:

The more Kekkei Genkai you have, the more distributed your stats are, weakening your other Kekkei Genkai. The less Kekkei Genkai you have, the more specialized your stats are. You can either opt for a larger but weaker arsenal, or small but stronger.

A village can be created by any member, as long as they qualify these conditions:
They must have a total of 100,000 Gold in hand
They must have at least 4 village members which are actual AC users, and not NPCs.
If these conditions are met, then you may create a village by applying for one.
If your village is accepted, you must make a Social Group for it and have your members join it.
To sustain your Village, you must generate revenue, so that you can pay for your expenses. If you have no money coming in, you cannot pay your shinobi, and if you cannot pay your shinobi, your village will go bankrupt and must be disbanded, unless another village assists you. Therefore doing missions are required for a village to survive. If you have a village full of Jounin who can't be bothered with D-Rank missions through B-Rank missions, you can hire NPC Shinobi to do your bidding and less than half the cost. They are free to hire, but refer below to see the system for their salary.
The advantages of having your own village that you lead are that you will earn much more money than just a normal village member. You will also be able to make alliances with other villages, increasing your village power two-fold. You can also create umbrella villages, where you have one large village with other sub-villages below you. The possibilities are endless.
Kage Information:

For Kages, this information pertains to you.
You have a salary, so each week you get paid money for keeping your village running. Each week your salary is any percentage of the Revenue you want it to be. HOWEVER, if you take too much of the revenue, and do not have enough money to keep your village running, it WILL go bankrupt. So don't take too large of a chunk, or your village will go under.
The amount of Revenue needed per week depends on a few factors which I will list below.
The minimum an ACTIVE* MEMBER Shinobi can be paid (minimum wage) is 500 gold.
NPC Shinobi are paid 500 gold each.
Your miscellaneous costs are 5,000 gold.
If you cannot pay all of those people at minimum wage at least, you will go bankrupt unless another village loans you money. If you do nothing about it and people continue making minimum wage, some people may find it better to go to a village with more money so they can make more money per week.
* Someone who spars or does a mission at least once per week.
Notes:
If you deem a player as inactive due to lack of missions or spars, they do not need to be paid.
If you hired an NPC, you cannot fire them from the village. So don't just stock up on a million, they're staying in your village forever.
You can put some money aside to save in case your village is in a pinch later on. The money is yours, so you can do with it whatever you wish. There is no official bank though so you must keep track of it yourself.
Village money must also be posted within the group, along with a rough policy of how your village will deal with things such as salaries, missions, etc.

The Missions system in the Naruto RPG is an essential part in having the full Naruto experience! This RPG is half spar based, and the other half RP based. The Missions system provides the RP based half of the Naruto RPG.
In the Mission RP Thread, Shinobi RP the missions assigned to them for the corresponding reward/level bonus. Although the Missions RP thread is mostly for RPing missions, that does not mean the shinobi can take a side-quest of their own to interact with other Shinobi. In fact this is a big part of the Missions system, as unique situations can arise, granting rare opportunities.
Missions will be posted here each week, and the Kages will fight over who gets which missions. The amount of missions a Kage selects cannot be higher than the amount of Shinobi they have (NPC and members).
Your rank as a shinobi determines which missions you can take on.
That doesn't mean a Genin can't take a Rank S mission (if the Kage allows it, which they shouldn't because of the following reasons), but if they do, they have a very high chance of death (which would require you to create a new sheet and start from scratch), and a certain chance of failure.
I dislike war just as much as any of you, but in this RPG, War is almost encouraged. It could be for many reasons, such as the two parties have a vendetta against each other in-character, or even out of character! They could also just want to stir up something interesting!
The advantages of having a war are that if your village wins a war, you actually get to take over the losing village, all of their assets, and the Kage's salary. However this may not always be a bad thing for the losing village. If your village was about to hit bankruptcy, you may annex yourselves with another village to share assets amongst each other, and so that the other village gains even more shinobi to do more missions, ultimately earning higher revenue.
The way a war works is that the two villages decide on the number of sparrers from each side. For this example, I'll be using four. The four strongest shinobi from my village, including myself, will have a bout against the four strongest from the opponent's village. They will be matched up through a random number generator, and they will all spar each other. The two Kages may request to spar each other, so that there are no Jounin vs Kage battles.
The assigned judges will look over each spar, tally the points, and determine the victor of the war. Rewards will also be boosted.
Ambush
The way an ambush works is quite similar. An ambush means that when members from the village you wish to attack are out on a mission, you take advantage of the situation and attack them. For example, if I, the Hokage, must take a mission to meet the revenue requirements, Kirigakure may attack Konohagakure while the Hokage is gone.
The way an Ambush works is that instead of a 5v5 war for example, it will be however many is left from your village versus however many they wish to attack you with. The MAXIMUM amount of shinobi allowed to use in an ambush is 5.
For example, if 3 Konoha Jounin are out doing missions, and Kirigakure attack Konoha with 5 shinobi, it will be a 2 vs 5 war. This opens up a few possibilities.
Konoha may request that some of its Genin or Chuunin join the battle (however it is likely that Genin will die, especially against S-Class Ninja) so that it can be 5v5
1 Konoha ninja must have a 3 on 1 fight while the other Konoha ninja has a 2 on 1 fight, this will be randomized in a manner explained at the very bottom of this post.
You may surrender the losses without putting up a fight.
You may offer any other payment instead of gold losses (only if the other party agrees with it).
You may simultaneously ambush the opposing village while they are attacking you.
Again, these are only a few of the many possibilities to counter an ambush, use your creativity. There will also be "Village Summoning Scrolls" to summon members back their village, however the mission will be nullified and may not be re-done.
The rewards of an ambush are that the attacking party gets half of the amount of gold in their target's vault should they win. Should they lose, nothing happens, but they should probably prepare for war since they just crossed the line. Of course, as stated above, one may substitute gold for another item of similar value, such as one of the member's weapons or items, or something of similar effect.
The advantages of an ambush are that you are in an advantageous situation of having more shinobi at your disposal. Also you get a very quick large lump sum of gold.
The disadvantages are that you can just as easily be countered by the village you are attacking, or a third village can ambush you while you're dealing with another village to truly take advantage of the situation.
Ambushing should only be used if you have the highest confidence in your shinobi who are helping you ambush, as well as your shinobi still in the village.
