3. Aura of Weakness: Mathias is able to weaken the blood of those around him whenever he desires, making them suffer penalties to their speed, strength, endurance, and stamina.

Power limit is in the rules, they are very lenient, but should have appropriate limits. You can even use space and time if you want.
