Code Geass and Code Geass R2 both have great storylines per episode, as one feels that they got their time's worth with each passing episode. The 'cliffhangers' for each episode I feel are necessary as they get the viewer thinking.
I also believe that Death Note had some great suspenseful moments as well as moments where they left you stranded. I great cliffhanger I encountered was Neon Genesis Evangelion: The original ending. Wow, talk about budget cuts on that project. In all, I enjoy animes that leave you hanging, or thinking, the most. Ones that have a progressive story are alright, but fillers leave much to be desired.
