There are so many to select from:
First what kind of evil? Good or bad evil? Yes, there is a difference. Second, to what degree are they evil? Revenge justice kind of evil or they just was to have fun kind of evil? What made them evil in the first place? Like Itachi from Naruto? or Hero from Gundam Wing (or the other Gundam Boys?) Are they evil due to a sense of misguided justice like Kira?Or Zero from CG? There are many evil anime characters.

i think narku is one of the most evil characters just look waht a evil plan he made to decive inuyasha and kikyo . and for those who read the manga that thing that he did to miroku and sango he forced sango to chosse whether to kill rin and save miroku or save rin and cause miroku to die what a cruel bad ass and of course light he was even neraly willing to kill his onw sister wft

I find there are two types of evil. I'll take an example of each; Crocodile from One Piece and Kira from Death Note.
Crocodile is a 'standard' evil guy. He wants power, he doesn't care who dies for him to get it and lots of people get involved one way or the other. However! There's never been any doubt that he's the bad guy, Luffy never got involved with him except in fights and there was never really any doubt that Luffy'd beat him dead. Kira starts out as a normal guy (aside from being a genius obviously) so as a reader we can sympathize. We can understand how things turned out as they did. We know his human flaws and as the 'fight' progresses we can't help cheering for him (well, that was how I felt) additionally he's not afraid to toy with people's feelings. He's up and personal, he's pretending to love Misa, to be L's friend, he's willing to kill off his own family if need be. With this reasoning I find Light to be much more evil than Crocodile, even though Croc tried to kill Nico Robin, it didn't seem like they were pretending to be best buddies, right? I can't figure out Aizen yet. I don't think I like him enough to place him in the same category as Kira, although he shows the exact same traits.
