I'd have to go with Gendo/the old men from The End of Evangelion. Both sides pretty much turn everyone into one big blob.

I think Aizen is the most evil. He's a backstabbing and manipulating bastard!! And crime pinner-on er!! (XD I couldn't think or a proper word)

Kira is a mass murderer, and insane, but it's debatable whether he's evil or not.

not a mass murderer, just a guy taking out the trash, and as for being insane, he was only insane in the end, the rest of the time he was pretty much normal.
