I think Kira's pretty evil, in fact the guy just ticks me off.....

Other than that, basically everyone from Higurashi no Naku Koro ni, since they all did some pretty messed up things throughout the episodes(even though they're not really counted as bad guys)......

And definitely Aion from Chrono Crusade!

you see nobady know how freeza rules the univers maybe he is a good ruler because freeza is thirst for power and immortality and he isn't thirst for blood
and because goku fight with freeza planet Namek was destroyed
if goku didn't attack red army(i don't know what is the real name) the androids wasn't been created

i also agree with that death note dident had a "good" guy and a "bad" guy it was the battle betwen belifes(lights who belived that he was justice and the police who belived he was a murderer L being on the side of the police just for fun)

the most evil being would probably be kid buu even if broly's lust for destruction is on the same level as buu's, his is caused by his mental instability not like kid buu who does it for no reason

Not necessarily. Goku trying to stop Freeza, in itself, is not proof that Goku is evil. Your premise is correct in the fact that good and evil are interpretive, mainly dictated by societal or familial influences, but your argument is flawed.

Who cares about mass murderers? Both Yagami Light and Majinn Buu were kick@ass, who cares if they killed sheeple. It's not really evil, just a rinse cycle ;]

I'd say the MOST evil, or one full of the most WRATH and with the most DESPICABLE characteristics would have to be...Aizen. Haven't read the manga and I might be mistaken, but so far he is the most despicable. Backstabbing, killing, manipulation, and powerhungry: plain foul.
