It is actually just the tattered remains of what Tessai used to tie him up just before that. It is just to make him look cool.

Though I doubt that Tite thought about it when he drew it originally, it serves as aesthetic foreshadowing for Isshin's introduction as a shinigami, which is pretty cool.

It does but when you go back to the manga Tessai wrapped him in toilet paper or something to keep him from moving when he was becoming a hollow and it is just those wrappings that are hanging from him.

toilet paper??? like extra strong toilet paper.. couse at leat the toilet paper at home wont keep anyone from moving!!i got to read the manga bleach rocks
