No. It was a mistranslation. Mermen are male Mermaid. Fishmen are like Arlong and the other fish type people(that aren't merpeople).

Edit. The people with fish type upper bodies are fishmen while the people with fish type lower bodies are mermen.

Maybe, but I think mermaids have completely human upper bodies so maybe not. You may be think of those ankle things hatchi and those other fishmen wore. That was how Oda describes it.

Well at the slave auction pricing they never mentioned anything about "mermen" but they did for fishmen and mermaids .... and why do you guys think that mermen exist in the first place? :/
