I think they can't do it sure they are excellent with their chackra but the rasengan uses a lot of chakra to so they can't use it to much unlike Naruto

u'r first sentence contradicts the second...u said they can't do it...then u said they can't use it as much.

the point is if they can do it at all...not if they can do it 200 times.

and as u said it uses alot of chakra...kakashi did it and he is probably the lowest chakra having ninja in naruto...so then wat's the proof that neji can't do it?

yeah but somehow we can't forget that Naruto s the main character so that plays a part in it too although I would love to say it was his own power

another observation: "rotation" blows a ridiculous amount of chakra and remember when neji fights he is constantly releasing a weaker stream of chakra in his blind spots so he can counter unseen attacks.

go watch the fights against naruto and kidomaru,neji is no slouch in the chakra reserves department.No elite Hyuga would be for that matter.
