Wind element is easy using it with these 2 (1 more for some reason) things
1.u know how to control wind element chakra
2. know how to take out chakra out of ur body
3.( not always) A jounin (naruto main character)-dont count
for rest it should be

What Nin said about molding or w/e with the Hyuga. Please, really if the Hyuga didn't base there attacks around chakra manipalution then Rotation would be weird.

I think for Hyuga it's very easy to use rasengan, if they know HOW to use it.

i dont know if neji could give the charkr rotation, when he uses it he releases it through pores and then moves himself in a circle, not the chakra.

well neji learnt most his jutso from observing so you dont need a teacher to learn something cuz if someone can create it then the hyuga could teach them self. theres a difference between not attempting to learn it and they cant learn it.

Y'all just hating on Naruto because he can use an extremely advance jitsu that very few ninjas can do. It ain't easy to do this jitsu, there are conditions and it's best suited for Naruto anyways.
