Well I think hands down, That Pure light is the best ability. Even against Lighting Light is definitely the fastest of the two, and Im sure there are some things that light can do that we don't even know about. I feel like everyone is sleeping on the destructive power of Kizaru's Light Beam, one little beam from his finger tip can blow up a whole Grove, imagine an entire concentrated blast from his entire hand. Sure Enel knows Mantra, but don't sleep on Kizaru, Im taking him for the strongest, so far that we know of. Even though I think that, If we are talking strictly inside the OP universe, right now the best Devil Fruit power is Blackbeard, he can cancel Logia types out and do a bunch of other stuff.

God-modding is when you either make a move that is physically impossible for the body and abilities you possess in the RP or when you determine what your opponent is supposed to do in response to your own move, yes?
Since light/lightning speed is within these guys repertoire, it cannot exactly be called god-modding, non?

Godmoding (often incorrectly spelled as "godmodding") is a term used in role-playing games to describe two behaviours of players. The term comes from the "god mode" found in many video games, allowing a player to activate features such as invincibility, unlimited ammunition or lives, or similar power boosts. Godmoding is almost always frowned upon by other members of the game, because it is regarded as a form of cheating against the game's tacit rules.
It is also used to describe the act of creating or playing with an invincible character or using "perfect" equipment (such as unbreakable armour or weapons), or possessing limitless power, etc. Some players will create a brand new character, and that character is automatically gifted with skills, and nearly impossible to take on right from the start. In many cases, this happens when a newer character goes against an established one: the newer player may roleplay his or her character as if it were equal in power and rank to the more experienced one Their immense speed would make them invincible against most others

I still can't see Kizaru winning. Their fruits are relatively equal (Kizaru more speed, Enel more power), but Enel has mantra.
