I'm guessing you haven't read the latest manga chapter.
He doesn't have to wait for condensation to take place.

Hitsugaya is older than ichigo but his body hasn't fully grown yet.but with hollow ichigo will probably win but without I think Toushiro will.

Relatively speaking Hitsugaya is younger than Ichigo. Not chronologically, but biologically.

i think it might be a draw but does anyone now just what special thing hitsugaya's wings do because it seems like everyone can stand on air anyway so what does he need wings for

Well to start off he can use them as a shield. A pretty good one, too.

I would say Ichigo because he is very fast and strong, even though he doesn't really strategize at all.

Also, even though both of they're bankai are immature Hitsugaya's has a limit to it.
