WB can take on any Shichibukai as you read in that manga he treat hawkeye attack like a kid attack so he must be in that 1 bill we still dont know but that my closest guess.

Enels has the most destructive fruit in the show, on par with whitebeards, he has an advanced mantra (most likely form of haki), incredibly highspeed movement as well as logia immunity

he didn't really treat it like a kid attack, he was just confident Jozu could stop it :/

Without the logia immunity though I think people like Lucci could have taken him easily. Yes, he has other strong abilities, but they would still fall short of helping him against good fighters imo.

no way, hes faster then lucci was, could predict his movement, and could own him in like one or two attacks :/

I think Dragon = 800, WB = 750, other yonkou = 600-700, luffy = 400-450 ish

i agree with DV. i dnt see luffys bounty going anywhere past 400. i honestly think that 300mil is alil high for luffy. since weve seen about 20 ppl stronger than luffy, that just goes 2 say, thats its not about how strong u are. look a kumas & donflamingo. there both around luffys bounty price but we know that kuma would rape luffy & im confident that Don would do the same

Is a bounty based on the individuals strength or their threat level towards the WG?
I reckon Oda indirectly uses it as a measure of a characters strength as well as an indication of their notoriety. TBH those figures make sense it wouldn't make a difference if it was 700 or 1 billion it would still be one of the highest, I'm at a loss as to Luffy's though, it could double imo.

that bounty goes up on how powerful you are but also that criminal things you do like escaping the impel down hitting someone in the goverment in that face lol it goes up like that too.
