I reckon Oda indirectly uses it as a measure of a characters strength as well as an indication of their notoriety. TBH those figures make sense it wouldn't make a difference if it was 700 or 1 billion it would still be one of the highest, I'm at a loss as to Luffy's though, it could double imo.

I don't think so. If pregear2 Luffy could make Enel comment that his punch was fast I think we have to give the speed advantage to Lucci.

robin got that 80 mill bounty because she could read that ancient language, she not that powerful.

enel can move at lightning speed ? he's faster then gear 2nd luffy, he just wasn't used to being hit, not being able to hit luffy

look a kumas & donflamingo. there both around luffys bounty price but we know that kuma would rape luffy & im confident that Don would do the same

I think you know good and well that their bounties were frozen. They don't increase anymore. So Kuma's bounty could be much higher if he was still just a pirate.

Are you saying he's not used to getting out of the way or something? If he can't properly use his speed in battle it amounts to the same.

in that case like WB he may be that most powerful pirate in the world but he may not have a big bounty. since luffy alway going crazy doing W.E he want he bounty would go up anytime he fight the government even if he not as strong as WB.

well if he never had logia immunity in the first place, he would be used to dodging.
