yeah pretty much :/

in anime though I think it's different though because one, characters tend to maintain fitness, with or with out exercising and fights tend to last a hell of a lot longer, thus the experience gained in them is exponentially different

Well obviously they get strong cos they train unbareable amounts but i bet there are weak ppl who do the same thing and they r just fails but in some cases like luffy, portgas and CP9 top guy (forgotten the name, guiser with pidgeon) they were either all born with the power to become epic like the CP9 guy even as a child he was considered a demon, then there's Ace and luffy who are sons of Gold Roger and Monkey.
