they aren't part of the wg, but they work for the wg. the wg can command them, the marines can't they can only request things of them and they don't have to lsiten to the marines but do have to listen to the wg. so shichibukai?

they lose their position if they don't listen, bb gave up his and boa eventually did fought for the wg, although she did it in a very weird way. Since they need her they let it slide that she attacked people in the war indiscriminatly. The world government, which is to say the gorousei are the only ones that can command them. anyway joke character?

they cant really command them either, sure the shichis are obliged to follow the ordeers, but the only thing the wg can do to them if they dont follow is make them lose their position which would harm the balance between the 3 powers only boa can be threatened further former pirate? |
