Character-wise, Naruto wins this hands down. At least Naruto's character develops along the way.

What about Byakuran? He eats marshmallow for the first 30 something episodes in the future arc then turns into a faggy angel by the end of the anime.

A typical villain with no special characteristics whatsoever.

But yes, besides his ridiculously useful ability, there is nothing much to say about him.
His personality, character design. Nothing really stands out.

Voted Naruto - Reborn had a terribad start as a gag manga, became better after they turned it into a proper mainstream battle manga. Though it had so many annoying characters - Like the two main protagonist girls, reborn and Byakuran himself... Yea so annoying even Naruto seemed OK when comparing.
