i don't know why they don't admit that lelo can't win luffy alone they seriously don't believe he can do anything they even don't know how powerful luffy is

Taking a wild guess:
Lelouch would most likely over the course of a few years 'enslave' every high official , strong pirate, influencial person on that planet without anyone knowing.
example: " The second I declare a war to strawhat luffy you will stand at my side no matter what happens, and till that moment you will not remember any of this."

Hed then kill a person very dear to luffy, making him mentally unstable.
ex: Old friends, childhood friend...
If possible making one of his nakamas seem guilty to the murder causing inner chaos withing his crew

Then hell declare war to luffy, hiding in an underwater bunker protected by laser rifles etc

no it isn't hte one who who brought lelo to the battle did because of the geass you are the only one who added empire to him because you are convinced that he can't win
