Don't forget Kanda and Allen defeated two level fours before Kanda was even close to becoming a crystal type. (First time the 14th awakened, remember?) I mean have we even seen any difference in Kanda's fighting ability since then? It's not just that he hasn't had the opportunity. I think it's more to do with some property of the innocence. Bookman even told Lavi to stop being an exorcist if his innocence does something like that. So I think there's more to it. The extra fighting ability is just a bonus, imo.

forgot to say: The Earl said a while back that there would be duplicate or decoy "heart" innocences out there. It would be awesome to me if Lenalee was a decoy and Kanda's was the heart. But then would he still become a Fallen? I wonder...

Bookman probably knows something that the rest doesn't they are only their to record not to join the fighting. I forgot that new exorcist/ innocence person who join them that kid who can take over akuma's. what was his name again?

No it didn't happen. i was saying it look like an upgrade when he learned how to move with his blood out of his body when he fought the noah jasdevi. i think he dead and another noah took his spot i don't remember thou XD need to reread some part again.

Allen is just the vessel. Allen and Nea inhabit the same body but are two distinct beings. So... no.

I think Allen is the 14th and is more like a split personality type, the 14th asked why Allen did not remember him. The 14th also turned on the earl in the past, that sounds like an Allen side, not a Noah side.
Allen was told to walk deeper or basically embrace the light and the dark, I think Allen and the 14th are both him and he needs to awaken to both and embrace both sides of himself to overcome the earl once again.

I could be way off base though, I hope Kanda does not become a fallen but if something starts going bad with Kanda it could help Allen to grab control of what is happening with himself and excepting what he needs to, in order to be able to do what he wants to as well, like protecting those he cares about.
