Many animals have night vision because of a slightly different coating on the retina of their eyes that absorbs reflected light easier making it possible for them to see easily in the dark. However it does not give perfect night vision. To see you must have a little light reflecting off something to be picked up by the eyes like moonlight or starlight. Unless he somehow can see in the infrared or he is a bat using sonar.

i know there are animals with that 'power' but a human getting night vision from some drugs is kinda meh...

Well he doesn't strike me as just a specialist drug user but someone that could possibly do "other" modifications as well. Maybe in the past when his group was better off and he had strong assistants maybe they did eye surgery on him to make his eyes function similar to an animals. But that aside I also think the fact he can see in total darkness a little ...
