Those are some good tips. I want to add a few things for improving performance.

First about msconfig. Its not fullproof, but it can be used to improve performance and stop some malware and will stop a lot of unwanted stuff.
hold windows key and press R to open the run dialog. Type msconfig and press enter.
Uncheck startup items, then go to the startup tab and select just the things you really want to start with windows. Tip: Try not selecting anything, restarting system and checking the startup tab again and you will see the things that force themselves to run, these are either essential proccesses like virus protection or video drivers or malware. For best performance just uncheck the load startup items, don't select anything and the essential stuff will load.
Also you can go to the proccesses tab and check hide microsoft services and uncheck things you know you don't want or you know are bad. Carfeul though, you can make some programs not work, but if you mess up you can always just revert it later using the same method.
When your happy with your msconfig settings you can check the do not run box that it shows at startup and it will keep the settings you have but not show the anoying dialog at startup. I check my msconfig startup section every few days to make sure nothing suspicious is in there. Keep in mind though malware/proccesses can still start even if you try and disable them here, but it is usually a good method for stopping startup proccesses and other unwanted services.

Another things to improve performance that I found really useful. In windows xp, right click my computer go to properties, go to advanced tab, under performance click settings, then click adjust for best performance (should uncheck everything). and click ok. I think you can do this in vista but the way you access the options is slightly different.

Also using classic mode over winxp mode seems to help... right click on desktop, go to properties, click on appearance. Change the box from windows xp style to windows classic style. press ok.
Then right click a blank spot on the taskbar at the bottom of the screen (start menu bar) click on properties. At this point I recommend unchecking hide inactive icons... I find this really annoying because I like to KNOW what is running in the freaking background and be able to close all that ish. Then click start menu tab and select the radio button for classic start menu. I recommend going to the customize screen and unchecking the use personalized menus... this is the most freaking annoying thing in the world to me, its the option that hides the start menu items that haven't been used for a few days. I also recommend checking expand control panel and display administrative tools to make all those controls super easy to access.

Another thing that can improve performance is disabling automatic updates and windows security center, windows seriously drives me nuts with this. IF you do this though, YOU have to be diligent about remembering to get updates. This means opening IE (you can't do it in firefox, freaking MS) open the tools menu and click windows updates.
To do this go to start menu>control panel>security center click on the left "change the way security center alerts me", uncheck all. At the bottom of the security center window you can click the firewall and windows update links to turn these off. Don't turn off your firewall if your not sure if you have a router with a firewall or an antivirus program with a firewall. But the windows firewall is notorious for blocking games in weird ways so I keep it disabled.

I haven't used antivirus, auto updates, or firewalls (other than the router firewall) for years and just by being diligent about choosing the websites I visit, the crap I download and install wisely and getting updates on my own time I've had almost 0 problems. maybe 3 times I've had some malware that I've fixed with a ad-aware/spyboy or a free virus program.

Thanks for your good tips as well. ,my control panel is a menu in the Start.
However my firewall doesn't block the games i used to play,like maple story ETC.
Even if the exception isn't in the list,it'll pop-up to ask you Allow or Deny or something.

P.S : I'm surprised,Anti virus-less? . Sounds not that safe,better get one. And since i hate
to reformat (lazy to call the microsoft). So i try to keep my computer as clean as possible away from these malware. And Since i got my games account hacked due to that..That's also one of my reasons to create such thread.
