Microsoft has a free version of Visual Studio... I've used MPLAB, I don't know if that would work for you if you weren't programming on a Microchip. I haven't tried Miracle, but it was one of the compilers I looked into a while ago, if GCC has a Windows binary, that would be a good one, that is what I use in my Operating Systems class on a Linux machine. If Borland still offers free versions of their products, they should have a C compiler, I have (but don't use anymore, since I have Visual Studio express or have access to the full version) the C++ compiler, Dev-C++ Bloodshed. http://www.cs.virginia.edu/~lcc-win32/
