I'd simply say that Stan Lee worked on this project with the Animation experts of Japan as a possible way to vent his frustration with the new owners of his Life's work Marvel Comics, the Disney Corporation, which also owns the Communications Giant American Broadcasting Corporation (ABC). If you notice, it is a typical Hero style storyline in an american setting which he is so familiar with like Stan Does so well, But the animation work and voice actors are the typical Japanese format that the animators work well in. This is the reason the setting may be in america, but the feeling is more typ
