No I think that, in this case, since it's an exam, the reason why Killua was marked lower than Gon in the placement of the tournament is because he was deemed mentally weak/ unstable because he's an empty being who's only been taught to kill since birth. Naturally,Gon's the one who filled his emptiness and that's why Killua's attracted to him, but at that time, Gon was not present, he lost his light because he's a chained being, contrary to Gon who's like a free bird.
