they are so stupid, why not move the people far away from the fight, so this way Allan could concentration on the fight instead protecting them. Beside they are all have power ARMs why not use them like Dorothy.

DUDE! If someone shot giant fireballs in my general direction I WOULDN'T STAND THERE. Realistically, those people would have run to the sides of the stands at the very least! And could Ginta not have got the innocents to evacuate?

I'm with you except for the last sentence, what could Ginta and the other's do to evacuate them? Maybe send them all flying would be the fastest way to do it but then they would just be damage another way than burn in fire. I would agree more with the first comment, I mean the author made the people act dumb, the audience lack survival instinct.
