I think he/she does, but if you consider that the 10 tails is the combination of the biju 1 to 9 it's not exactly right to count it in the list. So, 9tails--> strongest, 1tail-->weakest . And there IS a HUGE difference between being a jinjuriki and a monster, a jinjuriki has a biju sealed in them, but they are not the biju itself, the biju on the other hand can be called a monster, but they are actually a lot of chakra, though they do have a name...

The Tailed Beast's powers come from their tails. The more tails, the more power. Naruto does, and does not have the strongest. He does because it is the nine tailed, but doesn't because he only has half the power sealed inside him.
