I really surprise that the anime didn't go out any branch pf the manga until ep 22. Now it's starting to go out of the manga O o". I bet the ending won't be very good, comparing to Soul Eater that has 51 ep and starting to out branch on ep 30 .

No, the beginning makes perfect sense. Break said that most Chains they encounter will have Alice's memories, so random contractor number 12 there was only in existence to show that Oz and the others are wandering around wiping out Red-Shirt Chains but not finding a single memory.

essentially he was cannon fodder and a plot device
