I don't think Falido didn't really want to shoot her. He saw the power of the other women, and maybe he was afraid. So he thought killing her would make him feel better.

The game did this part much better but the anime is still an interesting spin on things. He didn't shoot her because he was afraid of her awakening as for why I'll not spoil things and let the story unfold in the following episodes. I did not and do not like Faldio but he wasn't this much of a tool in the game at least. I am a fan of Marina who unfortunately doesn't get much screen time and the brother snipers Oscar and Emile.

hmm to me it looks like he doesn't want to shoot her but after seeing the blue witch in battle felt that he had no other choice and that they needed power on par with hers.. hence shooting Alicia believing she will awaken her Valkyria powers.
To bad Ramal died found him a interesting charcter and was wondering how they would make him do after his beloved Isara died.
